The car rental cahier des charges in Morocco

The cahier des charges for self-drive car rental was signed on 9 April 2024 by the Minister of Transport and Logistics. It applies since 15 April 2024 and replaces a framework dating from 1997.

It covers cars that need a B licence, and two-wheelers on A and A1 licences.

What it requires

• At least 7 cars, up from 5.
• A fully paid-up capital of at least 500,000 MAD.
• A manager with a technical or university degree, or two years of experience in the trade.
• A registered office used only for the business, owned or rented.
• A licence granted to a person linked to the company: manager, partner or employee.
• A maximum operating age for each car.

The age of the cars

This is the rule that affects most fleets. A car leaves rental after:

• 5 years for petrol and diesel;
• 6 years for hybrids;
• 7 years for electric cars.

The age usually counts from the first registration. Note each car's end date when you buy it: replacing it takes months to prepare, especially in high season.

The transition period

Agencies already open were given time to comply, first until 29 March 2025, then extended to the end of 2025 according to the press.

The rental federation (FLASCAM) has contested several points of the text and asks for a revision. Follow the ministry's announcements: changes are still possible.

The checklist for your agency

• Count the cars you own: cars borrowed from another agency do not count.
• Note each car's end date according to its fuel.
• Keep each car's insurance, roadworthiness test and road tax up to date.
• Keep the manager's degree or experience certificates on file.
• Check that your trade register entry is for self-drive car rental.
